FOUNTAIN VALLEY GIRLS FASTPITCH SOFTBALL BYLAWS

ARTICLE I - LOCAL LEAGUE NAME

    The name of this organization shall be FOUNTAIN VALLEY GIRLS FASTPITCH SOFTBALL LEAGUE (FVGFS also known as Little Miss Softball), a nonprofit organization, incorporated and affiliated with A.S.A Recreation League.

ARTICLE II - TERMS OF DISSOLUTION

    This League must apply for sanction each year prior to October 1st of the coming season. The sanctioning is consummated by submitting the application for affiliation with the newly elected League Board Members for the upcoming season for the FOUNTAIN VALLEY GIRLS FASTPITCH SOFTBALL LEAGUE (FVGFS). Regional Headquarters may direct a change of this league's boundaries after a discussion with this League's Board of Directors. It is understood and accepted that all materials of this League are community assets acquired under the FOUNTAIN VALLEY GIRLS FASTPITCH SOFTBALL (FVGFS) program. The Board of Directors may not dissipate or transfer assets either monetary or physical, but shall release these assets which shall be kept in the community for re-organization purposes as defined below.
    If this "FOUNTAIN VALLEY GIRLS FASTPITCH SOFTBALL LEAGUE (FVGFS)" should be dissolved by action of the general membership and no new FOUNTAIN VALLEY GIRLS FASTPITCH SOFTBALL (FVGFS) organization if reformed by Fountain Valley Community action after 60 days of dissolution, and if the general membership desires to re-affiliate with an organization other than FOUNTAIN VALLEY GIRLS FASTPITCH SOFTBALL (FVGFS), all League assets, either monetary or physical, shall be transferable to this new affiliation.
    If no action is taken after 90 days of dissolution, these League assets will be distributed to a nonprofit organization that promotes girls athletics. Under conditions of dissolution, the currently elected Board of Directors or their appointee shall execute the distribution of League assets the newly appointed organization.

ARTICLE III - OBJECTIVE

    FOUNTAIN VALLEY GIRLS FASTPITCH SOFTBALL (FVGFS) seeks to implant in the girls of the community ideals of good sportsmanship, honesty, loyalty, courage, and reverence so they will grow to be good, clean, healthy adults. This objective will be reached by supervised, competitive, athletic games. The supervisors shall bear in mind at all times that the attainment of exceptional athletic skill or winning of games is secondary and that the molding of future citizens is of prime importance.

ARTICLE IV - MEMBERSHIP ELIGIBILITY

  1. League voting membership shall be one vote per registered player for the current year and adult participants. (IE Board members and volunteer coaches or managers with no player rostered in the league for the current year.)
  2. Eligibility for players is established through the official rules and regulations as published each year through ASA and the Joint Rules Committee.

ARTICLE V - ELECTED OFFICERS AND APPOINTED BOARD MEMBERS

  1. Elected officers are: President, Vice President, Secretary, Treasurer, Player Agent, 14 & Under Commissioner, 12 & Under Commissioner, 10 & Under Commissioner, 8 & Under Commissioner, Coach Pitch Commissioner and T-Ball Commissioner.
  2. These elected officers will appoint the following:
    1. Umpire-in-Chief
    2. Fundraising Chairperson
    3. Equipment Chairperson
    4. Tournament Director
    5. Snack Bar Chairperson(s)
      1. Scheduling
      2. Buying
    6. Field Maintenance Chairperson
    7. Public Relations Chairperson
    8. Picture / Trophy Chairperson
    9. Uniforms Chairperson
    10. Webmaster
    11. Corporate Fundraising
    12. Fall Ball Commissioner
    • Board shall also have the power to appoint 3 Members at large to fill necessary Board positions. These positions shall be voting Board Members.
  3. The President, Vice President, Secretary, Treasurer, Player Agent, Division Commissioners, Umpire-in-Chief, Fundraising Chairperson, Equipment Chairperson, Snack Bar Chairperson(s), Field Maintenance Chairperson, Public Relations Chairperson, Tournament Director, Picture/Trophy Chairperson, Uniform Chairperson, and Members at large will constitute the Board of Directors.
  4. Election of officers will be held no later than July 1st of each year.
  5. Executive Committee consists of President, Vice President, Secretary, Treasurer, and Player Agent. This body may meet at any time without the notification of the other Board of Directors. This body may make executive decisions in the best interest of the league and its members on actions that need to be taken when there is insufficient time prior to a regularly scheduled board meeting.
  6. Tenure of office is September 1 to August 31 of the following year.
  7. Vacant office will be filled by appointment of the President, with majority Board approval.
  8. The Board of Directors that take office will make up Winter Ball officers after September 1.

ARTICLE VI - IMPEACHMENT AND REMOVAL FROM OFFICE

    Any Board Member whose actions or conduct are detrimental to this League or who fails to adhere to the Bylaws of the League may be removed from office by a two-thirds vote, by secret ballot, of the general membership present at a special meeting convened to consider the charges for impeachment. Any qualified member may prefer charges against a Board Member by obtaining a minimum of seventy five (75) signatures of qualified members on a petition that clearly defines the charges against the Board Member.
    The Board of Directors shall schedule the general meeting to hear the charges of impeachment within 5 days of receipt of the valid petition for impeachment.

ARTICLE VII - MEETINGS AND FIRST MEETING OF NEW BOARD

  1. General meetings will be held each month on a date and place to be determined by the Board of Directors. Board members must maintain 50% attendance of all monthly meetings or forfeit their voting power. Attendance is a critical part of a successfully operating league.
  2. There shall be no restriction on business conducted at any meeting of the Board of Directors. However, if an agenda is prepared it should be followed, allowing time for new business before the meeting is adjourned.
  3. Coaches and Managers meetings will be held each month on a date to be determined by the Board of Directors.
  4. Requirements for Special Board meetings will be notification by telephone or email. The Executive Committee, providing all member are notified at least 7 days in advance in writing in a conspicuous place, may call special general meetings.
  5. Parliamentary Procedure: Meetings shall be governed by Robert's Rule of Order, revised.
  6. Last meeting of the Old Board Members will be attended by the new Board Members, to be held in August.

ARTICLE VIII - QUORUM

    A quorum shall consist of a majority of the voting members of the Board of Directors.

ARTICLE IX - RULES AND REGULATIONS

  1. The official Rule Book for the current season will be the Fountain Valley Girls Fastpitch Softball League Local Playing Rules and the rules of Amateur Softball Association (ASA). Fountain Valley Girls Fastpitch Softball (FVGFS) Local Playing Rules will always supersede ASA.
  2. All softball rules of play used by the Fountain Valley Girls Fastpitch Softball (FVGFS) local League, will be reviewed, published, directed, or supplied by the Board of Directors and ASA. These rules and regulations of Fountain Valley Girls Fastpitch Softball (FVGFS) and ASA shall supersede all softball rules, local playing rules, and rulebooks of all other organizations. Local playing rules and regulations will be reviewed and published annually.
  3. The Fountain Valley Girls Fastpitch Softball Administrative Plan and Local Playing Rules may be amended or repealed by a 2/3 vote of the general membership present at any meeting provided written notice of such proposed change or changes, is posted, over the signature of the Secretary, for the general membership at least seven (7) days prior to the meeting at which proposed change or changes shall be submitted to vote. Said notice shall be posted in a conspicuous place. The Board of Directors will approve local Playing Rules for the current season.

ARTICLE X - THE TREASURER AND FUND CONTROL

  1. All funds donated, collected, raised or appropriated by or to this local league will be kept in one central fund under the authority of the Treasurer.
  2. An Auditor hired by Fountain Valley Girls Fastpitch Softball (FVGFS) must audit the League's books at the end of every playing season and at other times at the Board's discretion. The Auditor along with the Treasurer will annually apply for the League's nonprofit status and file all appropriate forms and fees with the IRS, and the State Board of Equalization. The books will be made available for review by the general membership on an annual basis. ARTICLE XI - CONSTITUTION RENEWAL AND AMENDMENTS A. A copy of these Bylaws will be a permanent record of this Fountain Valley Girls Fastpitch Softball League(FVGFS). B. These Bylaws or any section thereof may be amended or repealed by a 2/3 vote of the general membership present at any meeting provided written notice of such proposed change or changes, is posted, over the signature of the Secretary, for the general membership at least seven (7) days prior to the meeting at which the proposed change or changes shall be submitted to vote. Said notice shall be posted in a conspicuous place.
  3. A proposed amendment must not in any way conflict with the current "Fountain Valley Girls Fastpitch Softball Program (FVGFS)" or its rules and regulations, which are for the best interest of our players.

ARTICLE XII - COMMITTEES

  1. The President may form the following committees. The size of the committees may depend on the anticipated effort to accomplish its task.
    1. Try-Outs
    2. Opening/Closing Day
    3. Rules
    4. Tournaments
    5. Snack Bar
    6. Field Maintenance
    7. Others As Needed

ARTICLE XIII - DUTIES OF BOARD MEMBERS

  1. PRESIDENT - Shall preside at all meetings of the general membership and Executive Committee; shall be, ex-officio, a member of all committees except the nominating committee, and in general, see that the rules, policies, and principles of "Fountain Valley Girls Fastpitch Softball(FVGFS)" are carried out. Shall appoint all committees except nominating committee. Is exempt from voting. In the event of a tie in a vote, the President cast the deciding vote. The President shall countersign checks for expenditures of funds from the league treasury. When one of the BOD members is unavailable to fulfill their responsibility and a decision should be made before the missing BOD member can be contacted, the President shall be empowered to make the necessary decision. That decision shall be final as if the responsible BOD member made the decision. The President shall supervise the pre-approved activities of the organization, execute the will of the members, and is allowed discretionary decision making in keeping with a spirit of fairness and the philosophies of FVGFS. Any expenditure other than those required for the normal operation of the league must be discussed and approved by the majority of the Board members. The executive board must approve any expense over $500.
  2. VICE-PRESIDENT - Shall act as an aide to the President, and in the absence of the President shall perform the duties of the President. The vice-president shall be the parliamentarian and constitution authority and shall attend all meetings of the Executive Committee and the general membership. Shall give instructions to the nominating committee when called upon. The Vice-President shall be responsible for recommending promotional fundraising methods and effecting their successful completion. The Vice-President shall oversee the Grievance Committee process to insure proper procedure is followed. The Vice-President is not a member of this committee and has no opinion to offer regarding either the accused, complainant or recommendations to the BOD. This position is allowed one vote only.
  3. SECRETARY - Shall keep accurate written records (minutes) of the proceedings of all meetings of the general membership and the Executive Committee and shall be prepared to refer to minutes of previous meetings. These minutes shall be approved and made official at the following Board of Directors meeting. Shall keep current membership rolls, both voting and non-voting, as directed. In the absence of the secretary, the President shall appoint a Board member present to fulfill this duty. Shall conduct all necessary correspondence of the "Fountain Valley Girls Fastpitch Softball League(FVGFS)"; shall notify officers of their election and chairpersons of the appointments and shall post notices of our meetings. This position is allowed one vote only.
  4. TREASURER - Shall receive all monies for the League and deposit same in the name of "Fountain Valley Girls Fastpitch Softball(FVGFS)" in a bank approved by the Executive Committee, with the exception of a maximum of $100.00 petty cash fund. Replenishment of the $100.00 petty cash fund from the general fund will be executed only by the approval of the Executive Committee. Shall keep an itemized account of receipts and disbursements; give a written report at regular meetings and a complete annual report to the League. The Treasurer shall pay all debts of the league when in possession of bills or receipt, ensuring that the President, Vice-President, Player Agent or designee countersign checks. Any expenditure other than those required for the normal operation of the league must be discussed and approved by the majority of the Board members. The executive board must approve any expense over $500. Shall be responsible for the filing of annual income fax forms and fees. A warrant system will be used for reimbursement of monies to any Board Member or General Member. Receipts must accompany all warrant requests. This position is allowed one vote only.
  5. PLAYER AGENT - Shall be performed by 2 people (Head and an assistant) and shall represent all players within their respective divisions. Shall be in charge of selecting all teams, Shall keep a current file of registration forms, Shall keep an up-to-date record of all teams. Shall be responsible for registrations. The Player Agent, with the assistance of the age commissioner, directs player drafts for each division. Other officers, upon request, may assist him/her. The Player Agent assigns players to teams after the division drafts have been completed. In conjunction with division commissioner, shall be responsible for selection of coaches and managers, with final approval by the Board. The Player Agent acts as the league representative to ASA for personnel issues, in conjunction with the President. The Player Agent distributes applications to commissioners for coaches and managers. The Player Agent acts as the authority on rules governing personnel issues. This position is allowed two votes only.
  6. 14 & UNDER COMMISSIONER - Shall report from the team and field level of the 16 & Under division. Shall assist in registration of players and the preparation of game schedules for the approval by the Executive Committee. Shall not be a coach in said division. In conjunction with the Player Representative, shall be responsible for the selection of coaches and managers with final approval by the Board. Shall hold coaches and managers meeting to discuss information needing committee action. Shall represent the League in any inter-city meetings. This position is allowed one vote only.
  7. 12 & UNDER COMMISSIONER - Shall report from the team and field level of the 12 & under division. Shall assist in registration of players and the preparation of game schedules for the approval by the Executive Committee. Shall not be a coach in said division. In conjunction with the Player Representative, shall be responsible for the selection of coaches and managers with final approval by the Board. Shall hold coaches and managers meeting to discuss information needing committee action. Shall represent the League in any inter-city meetings. This position is allowed one vote only.
  8. 10 & UNDER COMMISSIONER - Shall report from the team and field level of the 10 & Under division. Shall assist in registration of players and the preparation of game schedules for the approval by the Executive Committee. Shall not be a coach in said division. In conjunction with the Player Representative, shall be responsible for the selection of coaches and managers with final approval by the Board. Shall hold coaches and managers meeting to discuss information needing committee action. Shall represent the League in any inter-city meetings. This position is allowed one vote only.
  9. 8 & UNDER COMMISSIONER - Shall report from the team and field level of the 8 & Under division. Shall assist in registration of players and the preparation of game schedules for the approval by the Executive Committee. Shall not be a coach in said division. In conjunction with the Player Representative, shall be responsible for the selection of coaches and managers with final approval by the Board. Shall hold coaches and managers meeting to discuss information needing committee action. Shall represent the League in any inter-city meetings. This position is allowed one vote only.
  10. 6 & UNDER COMMISSIONER - Shall report from the team and field level of the 6 & Under division. Shall assist in registration of players and the preparation of game Schedules for the approval by the Executive Committee. Shall not be a coach in said division. In conjunction with the Player Representative, shall be responsible for the selection of coaches and managers with final approval by the Board. Shall hold coaches and managers meeting to discuss information needing committee action. Shall represent the League in any inter-city meetings. This position is allowed one vote only.
  11. T-BALL COMMISSIONER - Shall report from the team and field level of the T-Ball Division. Shall assist in registration of players and the preparation of game schedules for the approval by the Executive Committee. In conjunction with the Player Representative, shall be responsible for the selection of coaches and managers with final approval by the Board. Shall hold coaches and managers meeting to discuss information needing committee action. Shall represent the League in any inter-city meetings. This position is allowed one vote only.
  12. UMPIRE-IN-CHIEF – Is appointed by the elected Board members and is a regular Member of the Board. Will receive official protests from the team managers for presentation to the Board. Shall chair the Protest Committee consisting of the Umpire-in-chief, 14,12,10,8,6, and/or T-Ball commissioner(s).The Umpire-in-chief will make arrangements for umpires, both volunteer and hired; will conduct umpires meeting for the exchange of information on rule interpretation and umpiring skills in conjunction with the Umpire Association for the current season. Shall be responsible for scheduling games for approval by the Executive Committee. This position is allowed one vote only.
  13. EQUIPMENT CHAIRPERSON - Is appointed by the elected Board members and is a regular member of the Board. Is in charge of all the equipment as directed by the Board. This position is allowed one vote only.
  14. UNIFORM CHAIRPERSON (S) - Is appointed by the elected Board members and is a regular member of the Board. Shall be responsible for all uniforms, including all league attire for regular season and shall assist with All-Star uniforms as directed by the Board. This position is allowed one vote only.
  15. SNACK BAR CHAIRPERSON (S) - Is appointed by the elected Board members and is a regular member of the Board. Are in charge of all purchases, food sales, and the forming of committees for working in the snack bar, as directed by the Board. Must report all sales and disbursements to the Treasurer and make a monthly written report to the Board of Directors. This position is allowed one vote only.
  16. FIELD MAINTENANCE CHAIRPERSON – Is appointed by the elected Board members and is a regular member of the Board. Is in charge of field maintenance, scheduling field time, scheduling batting cage time, and practice time, and the forming of committees for the same, as directed by the Board. This position is allowed one vote only.
  17. FUNDRAISING CHAIRPERSON (S) - Is appointed by the elected Board members and is a regular member of the Board. Is in charge of all fundraising programs as directed by the Board. Shall outline plans for fundraising events as approved by the Executive Committee. Shall be responsible for execution of said plans and report results of fundraising plans to the Board monthly. This position is allowed one vote only.
  18. PUBLIC RELATIONS CHAIRPERSON - Is appointed by the elected Board members and is a regular member of the Board. Is in charge of all the public relations as directed by the Board. Shall implement to the community the ideal of good sportsmanship, honesty, loyalty, and courage, reverence of the participants in the Fountain Valley Girls Fastpitch Softball League(FVGFS). This position is allowed one vote only.
  19. TOURNAMENT DIRECTOR - Is appointed by the elected Board members and is a regular member of the Board. Shall be responsible for placing tournaments in the annual tournament Blue Book and overseeing all tournaments run by Fountain Valley Girls Fastpitch Softball(FVGFS) as directed by the Board. This position is allowed one vote only.
  20. PICTURES / TROPHIES CHAIRPERSON - Is appointed by the elected Board members and is a regular member of the Board. Shall be responsible for the scheduling of picture day with league and photographer. Shall be responsible for securing trophies for all league activities and tournaments. This position is allowed one vote only.
  21. FALL BALL COMMISSIONER - Acts as liaison between BOD, Teams, and hosting Fall Ball League. Attends drafts/meetings determined by the hosting league. Coordinate draft dates with hosting league and FVGFS for the purpose of Hosting League Representative. Coordinate field availability with City of Fountain Valley for Fall Ball Season, Attend City field allocation meetings. Coordinate field availability for the purpose of scheduling home games at FVGFS fields. Coordinates the scheduling of Officials (umpires) for each game as needed for the Fall Ball season. Ensures rules and by-laws of Hosting league are adhered to. This position is allowed one vote only.

ARTICLE XIV. Teams and Player Dues

  1. Player registration fees shall be determined by the BOD, at the beginning of each season, and shall be paid upon registration of each player in the league. the BOD will determine the last date when the league may refund registration fees. There will be no refund after that date.
  2. Players shall be considered in bad standing and shall not be allowed to participate in team practice or league competition until all fees are paid.
  3. In case of financial hardship, a player may apply to the BOD for financial assistance from the league (in the form of a scholarship). Applications must be made in writing to the BOD through the player agent or other BOD member. Assistance will be given as deemed suitable by a vote of the BOD.
  4. Teams shall provide sponsorship fees as determined by the BOD at the beginning of each season.

ARTICLE XV. Age Groups

  1. The following age groups shall constitute the FVGFS:
    1. 14 and under
    2. 12 and under
    3. 10 and under
    4. 8 and under
    5. 6 and under
  2.  "Play-ups"(Play above a player's division league age) are allowed with the vote of the BOD. A player may not register in a level in which the player’s age is older than the oldest acceptable age for that level. Once a player has been drafted in an age division, she may not play in any other age division during the season. The player must play in her age division for All Stars.
  3. At registration, a player's age shall be determined based upon her age as of January 1st of that league season.
  4. No player may play in more than one division in FVGFS. This does not prohibit them from playing in another non-ASA league. No player may play on more than one team in the League, including during All-Stars.

ARTICLE XVI. Fields and Etiquette

  1. All teams will be assigned practice fields and times by the UIC. Allocation of fields for practice shall be based upon availability. Teams will be assigned two practice days, other days upon availability.
  2. Teams may only practice on fields that have not been specifically allocated by the City of Fountain Valley and The Fountain Valley School District to FVGFS if the teams have notified their commissioner and clearance has been given.
  3. One team shall be the Home team and one shall be the Visitor. Home teams shall occupy the third base dugout and the Visitor shall occupy the first base dugout. Home teams shall be the official scorekeeper and are responsible for completing the set-up of the field.
  4. Priority for field use, scheduling and officiating shall be given in the following order:
    1. 14U
    2. 12U
    3. 10U
    4. 8U
    5. 6U
  5. FVGFS recreational teams shall have priority on FVGFS designated fields for practice and games during Spring, All Star, and Fall Ball seasons. Any other sports teams including travel teams requesting use of FVGFS fields during the above mentioned seasons must have BOD approval.

ARTICLE XVII. Adult Team Member Duties

    League Coaches shall be recommended to the BOD by the appropriate Division Commissioner & League President (s) at the January board meeting. The BOD will then vote on coaches for the individual divisions based on those recommendations. Coaches will then be notified of their selection prior to the mandatory FVGFS Coaches meeting that precedes player evaluations.

    3. Demand proper conduct
    4. Work with and support your Manager
    5. Communicate league info to team
    6. Collect and maintain emergency cards
    7. Teach respect for authority on field
    8. Maintain League equipment
    9. Notify UIC of "no show" umpires
    10. Turn in all equipment at end of season unbecoming a league rep.
    11. Instill sportsmanship
    12. Exhibit patience and composure
    13. Know ASA and League rules
    14. Stress safety, administer first aid
    15. Attend Coaches meetings
    16. Be prompt and neat
    17. Develop a game plan and line-up
    18. Locate and collect team sponsors
    19. Notify BOD in writing of conduct
  2. Duties of Managers
    1. Team Organization
    2. Know ASA and League rules
    3. Enlist parental volunteers
    4. Communicate league info to team
    5. Maintain control and discipline
    6. Keep attendance records
    7. Coordinate team picture day
    8. Encourage proper fan conduct
    9. Make sure a woman is in dugout unbecoming a league representative when dugout is enclosed.
    10. Support the coaches & team members
    11. Maintain dugout organization
    12. Attend managers meetings
    13. Collect sponsor money
    14. Teach respect & encourage friendships
    15. Coordinate uniform allocation
    16. Stress safety and administer first aid
    17. Notify BOD, in writing, of conduct
  3. Duties of Team Mom
    1. Assist Managers and Coaches
    2. Keep parents informed of activities
    3. Distribute league & fundraiser info
    4. Coordinate coach & manager gifts
    5. Instill respect and cooperation
    6. Organize team volunteers
    7. Organize and attend "team" functions
    8. Organize and maintain snack schedule
    9. Encourage sportsmanship and safety
    10. Assist with uniforms & money collection
  4. Duties of Scorekeeper
    1. Responsible for official scorebook
    2. Know how & be prepared
    3. Inform umpires as requested
    4. Record line-ups and changes
    5. Record game time; verify
    6. Exchange line-up w/opposing team
    7. Must be present at games
    8. Be neat and accurate
    9. Record players numbers and positions
    10. Record innings and outs pitched
    11. Record protests
    12. Obtain Ump's & both coaches' or manager's signatures after game.
  5. Coaches and Manager's Procedural Guidelines
    All teams will practice on their approved league fields on their assigned days and times. Other practice sessions are permitted only if an approved field is not being used. All practices must be held on FVGFS approved fields, for insurance purposes. Coaches, managers and assistant coaches are responsible for the thorough knowledge of all ASA and FVGFS league administrative, standing and ground rules. All coaches and managers must attend league-required meetings. All coaches must attend one league sponsored "Coaches Clinic" and one ASA sponsored coaches clinic within the last three years and prior to coaching the upcoming season. All coaches and managers shall work with their inexperienced players to encourage them to build their playing skills. It is the goal of FVGFS to encourage players to improve their skills, enjoy the game and want to continue to play, thus making FVGFS a more competitive league. All coaches and managers are responsible for providing an atmosphere that is positive, organized and teaches respect for the game, rules and adults involved in the game. Coaches and managers should set a positive example at all times. It is imperative that all coaches and managers be responsible for the maintenance of their assigned equipment. Each coach shall check out their assigned equipment.

ARTICLE XVIII. Game Procedure and Conduct

  1. All games shall be played as scheduled by the UIC.
  2. If a game must be rescheduled, the UIC must be notified at least two week prior to the scheduled game time. Rescheduling of properly notified games and rescheduling of rainout games must be with the agreement of both coaches and the UIC. The UIC must give both coaches written notice that they have seven (7) days to agree on a rescheduled date and time. This notice may be delivered in person by the UIC or sent by mail. In either case, the seven day grace period begins the day the UIC hands the coach the notice or the date of the postmark. If one coach does not respond to the request to reschedule the game or if there can not be a mutual agreement made between both coaches, the UIC may reschedule the game at his/her own discretion. The UIC will notify both coaches and the divisional commissioner, with a minimum of 36 hours notice, with date and time information, regarding when the rescheduled game will be played. In the event a rainout occurs with less than two weeks remaining in the season, the UIC may reschedule that game at his/her own discretion, provided the teams still receive 36 hours notice, with date and time information. The needs of the league will take priority over any rescheduling request. Once the above process has been followed, the UIC's decision is final.
  3. Games must be played as scheduled if both teams have a minimum of 7 players.
  4. Coaches, managers, players and spectators are expected to observe the rules of common courtesy and good sportsmanship, both on and off the field, as outlined in the ASA rulebook. Coaches and managers are responsible for the behavior of their team members. Coaches, managers, players and spectators who show poor sportsmanship and/or discourteous behavior toward other coaches, managers, players, spectators or umpires are subject to expulsion from games. In addition, offending league members will be excluded from their next league game. If this behavior persists, offending league members are subject to expulsion from the league, based on a vote by the BOD. All complaints about inappropriate behavior by a league representative shall be presented to the BOD in writing as soon as is possible after the incident.
  5. Alcoholic beverages and tobacco products shall not be permitted at games being played by FVGFS teams, on reserved fields or at team practice.

ARTICLE XIX. Protests

  1. Protests shall be regulated by Rule 11 in the ASA rulebook. All protests shall be made in writing.
  2. A fee of $50.00 shall accompany a "Protest." These fees shall be refunded if the protest is sustained. Final ruling on the protest shall be made by the UIC after conferring with the division commissioner.
  3. The UIC and the division commissioner will notify the BOD of any protest that is officially lodged and the final decision regarding re-play or re-scoring of the game.
